Member firms of that state or metro organization. Membership is the entry requirement, which is why a firm's ACEC affiliation is worth knowing.

What it signals when you’re hiring
Metro Associates’ own read, not ACEC’s.
This is the practical answer to whether an award is winnable at all. A regional firm competing nationally from a standing start rarely places; the same firm entering its own state competition frequently does. Candidates who have been through a state round know the process, which matters if your firm has never entered.
