Senior Project Manager - Municipal Capital Programs and Project Delivery

Location: Woburn, Massachusetts | Hybrid

A growing engineering consulting firm is seeking a senior Massachusetts public-sector project leader to help build its municipal capital-program and project-delivery practice. This is a seller-doer-builder opportunity for someone who can develop client relationships, win work, personally deliver challenging public capital projects, and mentor a growing Massachusetts team.

Responsibilities

  • Lead municipal and public-sector capital projects through planning, procurement, design, construction and closeout.
  • Advise municipal and public-agency clients as an Owner's Representative/OPM and support PM/CM, design management and construction administration.
  • Control project scope, budgets, schedules, risk, quality and stakeholder coordination across multiple projects.
  • Lead construction-phase activities including constructability, contractor coordination, change orders, cost and schedule oversight, and project closeout.
  • Support capital planning, public facilities assessments and multi-project capital-program development.
  • Help public clients procure designers and contractors and navigate Massachusetts public-project delivery requirements.
  • Build and maintain relationships with Massachusetts municipalities, agencies, town/city managers, DPW and facilities leaders, and other owner representatives.
  • Lead proposals, interviews, client development, pursuit and capture planning, follow-on assignments, and fee/scoping efforts.
  • Recruit, mentor and lead project delivery personnel while collaborating across construction management, engineering, transportation, facilities and inspection teams.

Qualifications

  • Approximately 15+ years of relevant experience in Massachusetts public-sector capital programs and project delivery.
  • Proven track record managing public capital projects from planning and design through construction and closeout.
  • Strong Massachusetts municipal/public-agency client relationships and practical knowledge of public procurement.
  • Meaningful experience with several of: municipal capital programs, Owner's Rep/OPM, PM/CM, public facilities, design management, construction administration, capital planning, procurement and grant-funded capital projects.
  • Demonstrated construction-phase leadership with change-order management, constructability, contractor coordination and cost/schedule oversight.
  • Knowledge of Massachusetts Chapter 149 and/or Chapter 149A; Design-Bid-Build and CM-at-Risk experience highly valued.
  • Strong client communication, proposal development, interviewing, fee estimating, multi-project management and team-building ability.
  • MCPPO and CCM certifications highly desirable. Massachusetts PE or RA is a plus, not required for exceptional municipal capital/OPM/CM expertise.
  • Motivation to personally deliver billable work while developing new client relationships and growing the team.

Opportunity: Help shape the growing Massachusetts municipal capital and owner-side project-delivery operation with established corporate technical resources and regional support.
